My thought--as to your question--is that what's happening in this picture is that the figure is getting lost in the busy-ness of the storefront, that somehow the two things--the figure and the rest--can't be identical, that either one should be busy and the other not, or that, if they both are, that they be visually different in some way so that they don't just blend together.
